You just need to ensure there are step admins, and that the setting in the flow is enabled.
It just picks them at random right now.

Just an update on this - it's taken a little while to get done. We're in the final stretch, just updating how the database updates get handled, and how we implement child steps. This should be done in the next few weeks.

It'd be nice to have the ability to auto-assign an admin to someone when they're added to a people flow. For some steps it does make sense to have more granular control, as is currently implemented. In some cases though, like for sending automated texts and emails, it'd be nice if the admin was assigned automatically. For admin assignment it probably makes sense to have 2 modes: manual (current) or auto (where you can configure which of the step admins are candidates for the random, auto assignmnet).
The main problem that this solves is that we frequently have people added to a step without being assigned to anyone. We count on the email notifications heavily, but if the person isn't assigned to an admin, then a reminder email isn't sent.
Another solution to this would be to expand the flow step reminder feature. If a person in the flow is a candidate for a reminder, but an admin isn't set, send a reminder email to ALL admins rather than not sending an email at all.
