Smart Scheduled Emails for Events and/or Groups

I have created an event, which is a month out. I want to schedule an email for a week before the event, that will email all of the people who have signed up. But there are still 3 weeks to go for people to sign up. Right now I can't schedule that email, b/c it will only include the specific people who have signed up.
I want to be able to say, "In 3 weeks, email ALL of the people who have signed up, no matter who they are, not JUST the 2 people who've signed up right now." This seems to be the point of scheduling an email, no? I don't see a way of doing that now. Any help or insight would be appreciated. Thanks!

It would be instrumentally helpful if we could scheduled emails in steps on a flow.
For example, our first time guest flow is as follows:
When guests fill a connect card and returns to us, the same Sunday we add that person into Elvanto and then emails are sent on Monday, Thursday and Saturday of that first week.
It would ensure that emails are sent even if the volunteer who served on a given Sunday is unable to login into Elvanto that week to move the people through the flow.
We can schedule emails in other area in Elvanto so it's strange that we are not able to do so through the Flows.
